25 year old Bill Weber McClarty of Port Huron was bound over yesterday to circuit court on charges of attempted murder, felon in possession of a firearm and felony firearm by Judge John D. Monaghan.  It is alledged that McClarty shot  Brian Harper in the lower abdomen on Nov. 7 outside an apartment complex on Electric Avenue in Port Huron.   McClarty was arrested in Belmont County, Ohio, Nov. 17.
